Turkcell Mobile Signature enables the conduct of any and all private, public and banking transactions, which require the manual affixation of signature, except for such transactions as marriage and title deed registrations, which are statutorily required to be conducted through specific formalities, and those, which require guarantee by third parties. For instance, mobile signature may securely be affixed through internet banking for the purpose of the conduct of remittance and EFT transactions. Turkcell Mobile Signature, which enabled the adaptation of the e-signature technology to the mobile media, enables to conduct such transactions that require signature through internet banking and to file formal applications remotely without the use of a smartcard and card reader, and thus considerably contributes to e-Turkey transformation.

Who are eligible?
Any Turkcell subscriber may, with SimPlus128, use TurkcellMobileSignature via their mobile phones.
How to subscribe?

- File a preliminary application through TEB Internet Branch.
- As a part of the preliminary application; you will be required to provide your full name, ID number, place of birth, date of birth and the number of your Turkcell line, which you are to associate your mobile signature.
- Apply to any TurkcellExtra shop along with your ID credentials (driving license, birth certificate or passport) and sign TurkcellMobileSignature Certificate Holder covenant.
- The use of TurkcellMobileSignature requires SimPlus128. If your card is not SimPlus128, you should change your SIM card. Such change will not require your phone number to be changed.
- Upon your application, Turkcell Customer Services will call you and communicate the Start Code to be used to start the service.
- Once your TurkcellMobileSignature is activated on your SIM card, identify your password and confirm your certificate.
- Enter the Start Code communicated by Turkcell's Customer Services into Mobile Signature menu, which will appear on your phone's screen.
- Identify your password, which you will use for TurkcellMobileSignature, and confirm it.
- Upon the identification of your password, enter it once again for certificate confirmation.
- Your electronic signature will be broadcasted by the Electronic Certificate Service Provider, whereupon your Mobile Signature will be advised when it is available for use.
How to Use
In any case, where you would like to affix your electronic signature on an application that supports Turkcell Mobile Signature, press the key, SIGN, on the screen. Once the said key is pressed, the information, which you are to electronically undersign, will be sent to your SIM card through the GSM network for signature.
- Once the signing request is received at your SIM card, you will see the remarks regarding the transaction to be undersigned on your phone’s screen. Read the remarks carefully and press OK if you confirm.
- You will see the FINGER PRINT, generated instantly for your transactions, on your phone and computer screens. If the FINGER PRINT details displayed on both screens are identical, press OK.
- Enter your Turkcell Mobile Signature code to sign for the transaction, and press OK.
- Unlocking your phone’s keypad in advance of the initiation of the signing operation will facilitate the performance of the operation.
TurkcellMobileSignature subscription requires 3 steps to be taken, as described below. Preliminary application, Application and Activation:
PRE-APPLICATION
Firstly, you should file a preliminary application through TEB Internet Branch. As a part of the preliminary application; you will be required to provide your full name, ID number, place of birth, date of birth and the number of your Turkcell line, which you are to associate your mobile signature.
APPLICATION
Upon the preliminary application, you should apply to any TurkcellExtra shop with your driver’s license, birth certificate or passport and sign TurkcellMobileSignature Certificate Holder Covenant. The holder of the GSM line, to which TurkcellMobileSignature is to be associated, should replace his/her SIM card with SimmPlus128. Replacement of the SIM card will not cause the respective GSM number to be changed.
- You will, then, be called by Turkcell Customer Services several days after your visit to TurkcellExtra, and be asked several questions to prove your identity.
- The Start Code, which you will use in designating your TurkcellMobileSignature, will be communicated on the phone, whereupon your TurkcellMobileSignature subscription will be activated.
- For your own security, do not share the Start Code, communicated to you, with anyone else.
- The application for TurkcellMobileSignature may not be filed by power of attorney.
ACTIVATION
Once your TurkcellMobileSignature is activated for your SIM card, the Mobile Signature menu will appear on the screen of your phone, and you will be required to enter the Start Code, communicated to you.
- Enter the Start Code communicated to you by Turkcell Customer Services.
- Enter your password, which you will use for TurkcellMobileSignature, and confirm it immediately thereafter. Should the password entered for the second time is different than the first one, you will be requested to enter it once again.
- Upon the designation of your password, your mobile signature will have been identified and such identification will be signed and advised.
- Your electronic certificate will be broadcasted by the Electronic Certificate Service Provider, whereupon your Mobile Signature will be advised when it is available for use.
How do I use TurkcellMobileSignature?
In any case, where you would like to affix your electronic signature on an application that supports Turkcell Mobile Signature, press the key, SIGN, on the screen. Once the said key is pressed, the information, which you are to electronically undersign, will be sent to your SIM card through the GSM network for signature.
- Once the signing request is received at your SIM card, you will see the remarks regarding the transaction to be undersigned, which will automatically appear on your phone’s screen. Read the remarks carefully and press OK if you confirm.
- You can also check and verify that you actually sign transaction displayed on your computer screen via your SimPlus128 through your phone. In that context; you will see the FINGER PRINT, generated instantly for your transactions, on your phone and computer screens, concurrently. For verification purposes; if the FINGER PRINT details displayed on both screens are identical, press OK.
- Enter your Turkcell Mobile Signature code to sign for the transaction, and press OK. Should you enter your password wrongly for three consecutive times as part of the use of your Electronic Signature, your password will be blocked.
- Hence, you will have signed and returned the signature creation data on your SimPlus128 as received thereon. You can resume your operations on the application screen.
Is TurkcellMobileSignature available for use in abroad?
- Yes, it is. If your line is open for international roaming, you may use your TurkcellMobileSignature.
- However; in the case of uses in abroad, you might, depending on the related local operator, be charged for the message communication in respect of the signing operation.
Why cannot I perform electronic signing operations?
- If you call Turkcell Customer Services for the said complaint, you will be referred to perform a test signing operation. As a part of such operation, you will be requested to sign a signing request communicated for testing purpose and return it thereafter.
- If test signing operation is unsuccessful:
- Any condition that affects your GSM subscription would hinder your TurkcellMobileSignature to work, properly.
- You service may have been suspended if any problem has arisen with the charging of TurkcellMobileSignature due to inadequate Turkcell TL credits.
- In the event the GSM signal receipt at your then current location does not allow message communication or is outside the coverage, you may not perform electronic signing operation.
- If test signing operation is successful:
- You cannot affix electronic signature if the application, which you attempt to sign electronically, is not compatible with or does not support TurkcellMobileSignature.
- In the cases, where the application, which you attempt to sign electronically, is compatible with or does support TurkcellMobileSignature, you might not be able to affix your electronic signature due to a problem on the application’s part. In that case, please contact the owner of the respective application.
I have filed a signing request in the application but have not received the related message.
- If you call Turkcell Customer Services for the said complaint, you will be referred to perform a test signing operation. As a part of such operation, you will be requested to sign a signing request communicated for testing purpose and return it thereafter.
- If the signing request is smoothly received by your card as a part of such testing, then there must be a problem with the respective application. In that case, please contact the owner of the respective application.
- If the signing request is not received by your card as a part of such testing:
- You might not have a Mobile Signature subscription or your subscription might have expired.
- Your TurkcellMobileSignature subscription and/or Electronic Certificate may have been temporarily suspended due to payment problems.
- The SIM card inserted on your phone might be different than the one, to which your mobile signature subscription is associated.
- If any of the above does not apply, the problem will be forwarded to the concerned units and the systems will be resumed to normal operations in the earliest convenience.
I have entered my password but my signing has not been recognized by or confirmed to the counter party.
- If you call Turkcell Customer Services for the said complaint, you will be referred to perform a test signing operation. As a part of such operation, you will be requested to sign a signing request communicated for testing purpose and return it thereafter.
- In the event the signing operation is completed smoothly and your signature is received by TurkcellCustomerServices upon the entry of your password after the receipt on your SIM card of the signing request as a part of such testing; then there must be a problem with the respective application. In that case, please contact the owner of the respective application.
- If the signing operation cannot be performed successfully even though you enter your password as a part of such testing:
- Verify to have entered your TurkcellMobileSignature password, correctly. If the problem is still at issue, call Turkcell Customer Services again.
The remarks text I have received is not identical to the remarks test of my intended signing operation.
- If the remarks as per the signing request communicated to you does not describe your intended transaction, do not enter your password and affix your electronic signature Shut down the application, and try again after a while. Make sure you stand by for a sufficient period of time for the signing request to be communicated to you after pressing the key, “Sign”. If you have interrupt the signing operations, shut down the same also on your phone by abstaining from entering your password and pressing "No".
- If you are experiencing the same problem and the message you have received is not related to the transaction you may have just interrupted, note the text of the signing request received and notify it to Turkcell Customer Services and/or TEB Telephone Branch.
The finger print I have received is not identical to the one displayed on the screen.
- If the Finger print information as per the signing request you have received is inconsistent with that displayed on the screen, do not enter your password and do not sign the transaction. Shut down the application, and try again after a while. Make sure you stand by for a sufficient period of time for the signing request to be communicated to you after pressing the key, “Sign”, and make sure that the application address is correct.
- The problem is still at issue, advise the application address to Turkcell Customer Services and/or call TEB Telephone Branch.
I receive signing request even though I have not attempted to conduct a transaction.
- In that case, do not sign the signing requests you receive.
- Read the remarks text as per the signing request received, and identify the application, from which the signing request originates.
- Renew your password or access code for such application. Some third party may have found out your code and may be sending you requests for manipulation purposes.
- You will not suffer from any losses as you do not sign the requests received; however, report the case anyway, contacting the provider of the application.
- Do, also, review the security status of the computer you use.
Can I perform multiple signing operations, concurrently?
- The signing operations are processed in order on your SIM card. Therefore, you are recommended to perform your signing operations in regular turn.
- Nevertheless, you can maintain several operations on different applications, concurrently, and take the signing steps, respectively.
- In that case, do make sure you are taking the right step for the right transaction by carefully checking the remarks texts and finger print details displayed on your phone's screen.
How soon should I confirm by signing transaction?
- Each signing transaction should be confirmed within the standby time as identified by the provider of the respective application. Such time varies between 60 to 70 seconds in most cases.
Can I affix my signature subsequently if my phone runs out of battery or my signal receipt is restricted at my whereabouts at the time I file a request for signing?
- If your phone fails to be reconnected to Turkcell’s network within the stand-by time designated by the application provider, your signing request will expire and the request will not be received on your mobile phone. Such time varies between 60 to 70 seconds in most cases.
What is the charge applicable for TurkcellMobileSignature?
- The monthly fee for TurkcellMobileSignature is TL 5, including VAT and SCT, for post-paid lines and 8 Turkcell TL for prepaid lines. At the initial subscription, the first month of the service will be charged for post-paid lines, and 8 Turkcell TL will be deducted for prepaid lines.
- In the event Turkcell TL balance of the pre-paid line is not available at the time of the initial application, the concerned will be requested by phone or short text message to load Turkcell TL credits for TurkcellMobileSignature subscription.
- In the following months, 2 Turkcell TL credits will be deducted per each weak for prepaid lines while the service will be charged TL 5, including VAT and SCT, per month in the case of post-paid lines.
- No charges will be applied for the message communication by the subscriber as a part of TurkcellMobileSignature service.
Are any charges applied for the Qualified Electronic Certificate used for TurkcellMobileSignature?
- No. The charges related to the Qualified Electronic Certificates for TurkcellMobileSignature service are paid to the Electronic Certificate Service Provider directly by Turkcell. Such charges will not be collected from the Certificate Holder.
What if my Turkcell TL balance remains insufficient at any time after my subscription?
- TurkcellMobileSignature service is charged for 2 Turkcell TL credits per week in the case of prepaid lines.
- Advance Turkcell TL credits will be used in the event your Turkcell TL balance is inadequate or unavailable.
- If the advance Turkcell TL amount also remains inadequate, then your TurkcellMobileSignature service will be suspended.
- TurkcellMobileSignature will be restored as available once your Turkcell TL credit balance becomes available and necessary amount of Turkcell TL credits are deducted.
Is my certificate subject to a validity period? If yes, how do I extend such period?
- The certificate will be valid for a period of 1 year. The Certificate Holder will be sent a short text message to extend his/her subscription before the expiration of the said period. In the event the concerned Certificate Holder does wish to extend his/her subscription and signs the related short text message, the validity period of the certificate will be extended for another year.
- Otherwise, the subscription will be cancelled upon the expiration of the validity period.
What are “Electronic Signature” and “Qualified Electronic Certificate”?
- Electronic certificate comprises of the electronic log or file, including the “signing validation data” required for the authentication of the signatory’s identity definition details and the validation of an electronic signature.
- The electronic certificates are required for the verification of the authenticity of the signatures affixed.
- The “Qualified Electronic Certificates”, which enable electronic signatures to be affixed as equivalent to manual signatures, include a statement, suggesting that the certificate is of "qualified certificate" nature, as well as such details as the publishing ECSP, the validity period of the certificate and the serial number of the certificate.
How is it different than such applications as pass codes and passwords?
- Such applications as pass codes and passwords are not legally regulated. The conduct of any transaction through the entry of pass codes/ passwords will not constitute legal evidence before the courts.
- However; Electronic Signature is legally regulated and supervised, and any and all related processes are subject to the responsibility and assurance of the respective ECSP on end-to-end basis.
- TurkcellMobileSignature prevents you from losses as a consequence of any stealing or possession through fraudulent means of your pass code/ password.
- Imagine, for instance, that your internet banking password is possessed by someone else. If you use TurkcellMobileSignature with your bank, such person would fail to reach his/her purpose since s/he would not be able to conduct any transactions without your custom SimPlus128 card developed specifically and personally for you as a part of TurkcellMobileSignature service and your Electronic Signature pass code.
Are the transactions conducted through the use of Electronic Signature insured financially?
- According to the laws and regulations governing Electronic Signature, the Electronic Certificate Service Providers shall be “fully” liable on end-to-end basis for the Electronic Signature processes within their respective fields of liability and the functioning thereof.
Are there any specific transactions, for which Electronic Signature cannot be used?
- Any legal transactions, for which the laws contemplate specific formalities, as well as the contracts of guarantee may not be conducted with electronic signatures. In other words, such transactions as real property trading, succession and inheritance and marriage, for which the laws contemplate specific formalities or which they require to be witnessed by third parties, may not be conducted with electronic signatures.
